Mandates and MisstepsI am an historian and international education expert with extensive project management experience in an International Development and education context. I have experience in teaching, course design and unit management. I have significant experience working in a number of Australia Awards programs, across roles and country programs. Most recently I have been a Grant Writing Expert Short Term Advisor for Australia Awards Papau New Guinea and a member of a Short Course Technical Assessment Panel for Australia Awards South Asia and Mongolia. 

My research includes international education, international development and foreign policy with a special focus on where these three elements intersect. In 2025 I was a National Library of Australia Fellow, researching the connections between the Australian community and international students between 1950 and the 1990s. You can see my final presentation here. I was also the 2025 Margaret Cameron Deakin University Library Resident, researching international education in the Deakin University archives.

My first book, Mandates and Missteps, was published by ANU Press in February 2024.

I have a PhD from Deakin University. My thesis was titled Australian Government Scholarships for Papua New Guinea and the Pacific: mandates and mis-steps, 1948 – 2018. The thesis was awarded the Outstanding Postgraduate Thesis Award in the 2022 IEAA Excellence Awards.

I am a Senior Fellow of the International Education Association of Australia (IEAA), and I was the inaugural convener of the IEAA Scholarships and Fellowships Network.
